Can a park owner increase the plot fees when a home is sold by its owner/occupier?

I was having a discussion with a friend on park home legislation when he raised the following point about the private sale of a home. He asked whether or not there are any circumstances in which a park owner could increase the monthly plot fee for somebody who is buying a previously owned home on a park. I said I didn’t think the park owner could do this but I wasn’t 100 per cent sure. Could you please tell us what the law says on this matter and quote the relevant legislation.
